We appreciate the opportunity to provide comments on the Federal Register Notice regarding Potential Parameters of Export-Import Bank Financing for Domestic Projects.

American industry has been deeply affected by the COVID-19 pandemic including the ability to access capital. Nevertheless, opening up the Export-Import Bank for purposes of domestic financing, particularly for suppliers or "indirect exporters" could be an important tool to offset those challenges and in turn support millions of companies, many of them small and disadvantaged businesses. Through this program, suppliers could reemerge from the pandemic with capital to expand their businesses by buying capital equipment and property, thus further stimulating the economy.  Consequently, we support the intent of the program. Given the nexus with exports, we recommend that the threshold for qualification be set at 20 percent U.S. content rather than the 25% outlined in the Federal Register notice in order to support as many American suppliers as possible and match other foreign Export Credit Agency programs.

As American industry rebuilds from the challenges brought on by the COVID pandemic, the support from the Export-Import Bank can be an integral part of that revitalization.
